摘 要

由于全球化进展愈加完善，科技和信息技术飞速发展，货物实体流通的需求日渐膨胀，物流的重要性则显现了出来，物流园区作为物流产业发展的必经之路上必会出现的具有规模效益的集聚地，很早之前就引起了发达国家的全面关注，我国物流发展落后于发达中国家，因此需要对物流园区的发展进行合理的规划和策略研究，使其形成优良效益的良性循环是目前面对的问题。对园区内部进行统一的布局规划、设施建设以及固有设备的升级从而才能促进其发展。然而目前面对的问题是很多园区盲目扩建，恶意攀比，一位追求面积和设备，严重影响了地区经济的发展，因此需要对其进行改革，从而确保建设方向的正确，提高总体服务。

本文在结合国内外研究综述和物流园区近年总体发展的基础上，针对小型物流园区进行界定，并陈述了其发展现状。再引入SWOT对园区进行总体战略分析，再应用模糊层次分析法的模型，首先从功能方面对A物流园区进行研究，其次针对具体的内容规划如何发展的路线，将园区内部进行功能分区，并构建相关联的判断矩阵，对这些矩阵进行评价，经过系列计算之后得出功能建设的先后主次关系，最后综合叙述了各功能区的定位明确了需要优先发展的功能区，最后得出A物流园区具体的发展策略，以期望能为A物流园区的长远发展做出贡献，也望能够为其他小型物流园区的发展提供借鉴。

ABSTRACT

As the globalization progresses, the technology and information technology develop rapidly, the demand for physical circulation of goods is expanding, and the importance of logistics is emerging. As a necessary path for the development of logistics industry, logistics parks must have economies of scale. The gathering place has aroused the comprehensive attention of developed countries very long ago. China's logistics development lags behind that of developed countries. Therefore, it is necessary to carry out reasonable planning and strategic research on the development of logistics parks so that a virtuous circle of good benefits is formed. Right question. The unified layout planning, facility construction and upgrading of intrinsic equipment within the park can promote its development. However, the current problem is that many parks are blindly expanded and maliciously compared. One pursuit of area and equipment has seriously affected the development of the regional economy. Therefore, it is necessary to reform it to ensure the correct direction of construction and improve overall services.

Based on the domestic and international research review and the overall development of the logistics park in recent years, this paper defines the small logistics park and states its development status. Then introduce SWOT to carry out the overall strategic analysis of the park, and then apply the fuzzy AHP model, firstly study the A logistics park from the functional aspect, and then, according to the specific content planning how to develop the route, partition the function inside the park and build The related judgment matrix evaluates these matrices. After a series of calculations, the relationship between the primary and secondary functions of function construction is obtained. Finally, the functional areas of each functional area are clearly defined, and the functional areas that need priority development are obtained. Finally, the A logistics park is obtained. The specific development strategy is expected to contribute to the long-term development of the A logistics park, and it is expected to provide reference for the development of other small logistics parks.

1 绪论

1.1 研究背景

由于全球化贸易加速和现代科技的飞速进步，人们的物流需求日益攀升，物流业呈稳步快速发展的趋势，作为一项综合性产业，我国物流业崛起的同时带起了地区经济的腾飞，并稳步成为转型优化的重要推动力。随着物流行业的进一步发展，为实现规模效益而存在的物流园区应运而生。各城市行政部门开始关注物流园区的建设和发展问题。

最新的全国物流园区调查报告表明，早在六年前，我国就已拥有园区745个，营业中的园区为348个，占比46%。物流园区呈现一种多功能，多定位的发展趋势，对于促进物流规模效益的形成，实现企业间的合作共赢，改善区域背景，拉快经济发展，进一步协调各区可持续发展起到极为有效的推进作用。根据国务院2009年第8号文件《国务院关于印发物流业调整和振兴规划的通知》^[1]所说，大力加快和推进物流园区的建设是十分有必要的。
