摘 要

农村快递市场的发展潜力巨大。在农村全面开展快递业务，一方面可以提高村民收入水平，另一方面可以升级农村产业结构。但在广大农村地区，路网密布、交通状况不佳，农民的居住也不集中，网络的普及程度不够，快递基础设施比较落后，农村快递业务的开展并不顺利。

在农村地区，快递业的滞后并不能跟上快递行业飞速发展的步伐，在很大程度上已经导致农业生产与农村经济的发展不协调。为了进一步发展农村快递业，首先要完成的任务就是快递下乡。因此，根据江苏省农村快递业发展现状展开研究，在发现问题的基础上，提出行之有效的建议促进其发展，是有着极大的现实意义的。

本文选择江苏省农村地区为研究对象，“快递下乡”政策实施后江苏省农村快递业的发展现状。社会主义新农村建设在江苏省的展开，一定程度上加剧了人员集中，使农村网络工程的建设工期得到有效缩短。同时，日益改善的农村交通状况，设备等硬件条件的提高，都有利于江苏省落实快递下乡的政策。也为电子商务在农村地区的顺利开展创造了条件，为农民生活水平的提高奠定了基调。

文章通过筛选、整理资料、进行社会调查，并通过整理分析所得的调查资料，分析出江苏省农村快递业的发展现状，归纳总结出在江苏省内农村地区，发展农村快递业的一些优势，通过调查总结出发展的症结及问题，并对应问题提出了相应的解决方案。

Abstract

The rural express delivery market has tremendous potential for development. E-commerce enterprises go to the countryside or develop new socialist villages, raise the income level of farmers, and upgrade the industrial structure of the countryside, all need express delivery in the countryside for the entire nation to spread, but due to scattered living Poor rural transportation conditions, poor rural network infrastructure, and the special nature of transporting agricultural products, rural express delivery business is not going well.

With the rapid development of the express delivery industry, the lag in the express delivery industry in rural areas has largely hindered agricultural production and rural economic development. Therefore, according to the study of the status quo of rural express delivery in Jiangsu Province, it is of great practical significance to propose effective suggestions based on the discovery of problems.The construction of a new socialist countryside in Jiangsu Province has greatly promoted the progress of construction of rural network projects and the concentration of personnel, and the traffic conditions in rural areas have also been getting better and better. The improvement of these hardware conditions has provided convenience for rural express delivery to rural areas. It has laid a solid foundation for rural e-commerce to successfully carry out business and improve the living standards of farmers.

Through screening, collating data, conducting social surveys, and collating and analyzing the survey data, the article summarizes the development status of rural express delivery in Jiangsu Province, sums up the innate advantages and problems of Jiangsu rural express delivery, and then combines domestic and international The difference in the development process of rural express delivery was analyzed, and corresponding solutions were proposed for the corresponding issues.

由于大城市网购市场发展日益成熟，农村乡镇市场逐渐成为了电子商务发展的下一个目标。这样的大环境也为许多地区的经济发展创造了良好的前景。但与城镇地区相比，部分乡镇地区快递业务的发展较为落后，例如快件收件不方便等多方面问题的出现，使得大部分村民对网上购物的热情降低。由于农村地区存在着一系列问题，例如快递基础设施建设不完善、快递公司运作成本太高等，即使政府大力支持和继续推进“快递下乡”等政策，一些快递公司对农村快递建设方面兴趣不大。结合以上内容，不难发现“快递下乡”仍然困难重重，影响快递公司在农村整体发展水平的同时，也在一定程度上使农村经济无法朝着多元化方向发展。

农村人口在我国总人口中占据多数，且一直以来，党和政府工作的首要任务就是解决“三农”问题。建设一个完备的市场经济体系有利于增强城镇与乡村间物品的流通，也是推动现代农业持续发展，提高农民生活服务水平的重要途径。近几年来，农村电子商务和农村快递的发展得到政府部门高度重视，并在这方面详细的下达了指导方案，给予了政策支持。从2008年开始，我国政府将物流建设划入“十大振兴产业建设”。为了更好的满足城镇居民对于特色农产品的需求，政府方面开始提供一些优惠政策；快递公司和电商企业方面，积极响应，在农村乡镇开设站点网点，陆续开展农村快递业务。
