摘 要

近年来，江苏积极打造跨境电商产业链，推进外贸转型升级，跨境电商得到飞速发展，“一带一路”倡议的提出更为江苏农产品跨境电商的发展提供了有利契机。江苏发展跨境电商物流系统的基础条件良好，但是整个物流系统还不够完善，信息化水平无法完全满足需要，农产品跨境物流全程温控仍有待进一步完善，物流系统组织化、专业化水平低等影响了江苏农产品跨境电商的快速发展。

江苏应抓住“一带一路”的战略背景，积极融入“一带一路”加快构建农产品跨境电商物流系统，打通江苏农产品跨境电商物流通道，加速农产品跨境物流的快速集货和分拨，以此来解决农产品跨境电商的运输时间长、物流成本高的问题，进一步促进江苏农产品跨境电商的发展。

本文是理论结合实际的应用型研究，将现代物流与供应链理论、跨境电商理论和物流系统理论运用于江苏农产品跨境电商物流系统的构建与优化，以提高物流系统的效率，降低物流成本。同时以现行物流系统和国外物流系统的经验为依托，采用定量分析和定性分析相结合，以期尽可能全面地研究江苏农产品跨境电商物流系统的构建问题。

本论文的前两部分，主要介绍了本文的绪论及一些概念和理论基础知识；在本文的第三、四章，分析了目前江苏农产品跨境电商物流的发展现状，分析了江苏农产品跨境电商物流系统的自身优劣势等。通过以上的分析，结合江苏农产品跨境电商物流实际，从水运、陆运（铁路、公路）和航空物流系统以及物流据点的建设着手提出了江苏农产品跨境电商物流系统的具体构建。并从采用先进的运输方式、实施农产品全程监控及质量追溯和物流系统信息平台等方面提出江苏农产品跨境电商物流系统的优化措施。

Research on the Construction of Cross-border E-Commerce Logistics System of Jiangsu Agricultural Products under the Background of "One Belt and One Road"

ABSTRACT

Times In recent years, Jiangsu has actively built a cross-border e-commerce industry chain, promoted the transformation and upgrading of foreign trade, and made rapid development of cross-border e-commerce. The proposal of the “One Belt and One Road” initiative has provided an advantageous opportunity for the development of cross-border e-commerce of agricultural products in Jiangsu. The basic conditions for Jiangsu's development of a cross-border e-commerce logistics system are good, but the entire logistics system is still not perfect, and the level of informatization cannot fully meet the needs. The full temperature control of cross-border logistics of agricultural products still needs to be further improved, and the logistics system is organized and the level of specialization is low. Such as the impact of Jiangsu agricultural products cross-border e-commerce rapid development.

Jiangsu should seize the strategic background of the “Belt and Road Initiative” and actively integrate it into the “One Belt and One Road” to speed up the establishment of a cross-border e-commerce logistics system for agricultural products, open up a cross-border e-commerce logistics channel for Jiangsu agricultural products, and accelerate the rapid collection and distribution of cross-border logistics of agricultural products. In order to solve the problem of long-term transportation of cross-border e-commerce products of agricultural products and high logistics costs, the development of cross-border e-commerce of agricultural products in Jiangsu is further promoted.

This article is a combination of theory and practical application research. It applies modern logistics and supply chain theory, cross-border e-commerce theory and logistics system theory to the construction and optimization of a Jiangsu cross-border e-commerce logistics system for agricultural products, in order to improve the efficiency of logistics systems and reduce Logistics costs. At the same time, relying on the experience of the current logistics system and foreign logistics systems, we use a combination of quantitative analysis and qualitative analysis in order to fully study the construction of Jiangsu agricultural products cross-border e-commerce logistics system.

The first two parts of this thesis mainly introduce the introduction of this article and some concepts and theoretical basic knowledge. In the third and fourth chapters of this paper, firstly analyze the current status of the development of cross-border e-commerce logistics of agricultural products in Jiangsu, and then use the SWOT analysis method. The paper analyzes the advantages and disadvantages of Jiangsu's cross-border e-commerce logistics system for agricultural products, as well as external opportunities and threats. Through the above analysis, combined with the reality of cross-border e-commerce logistics of agricultural products in Jiangsu Province, the specific construction of the cross-border e-commerce logistics system for agricultural products in Jiangsu Province was initiated from the construction of water transportation, land transportation (railway, road), aviation logistics system and logistics base. And from the aspects of adopting advanced transportation methods, implementing full-range agricultural product monitoring, quality traceability, and logistics system information platform, etc., Jiangsu put forward the optimization measures for the cross-border e-commerce logistics system of agricultural products in Jiangsu.
