摘 要

随着城市经济的日渐发展，交通问题已经成为所有大城市面临的最主要问题，其中拥堵问题一直是重中之重。为此各国交通规划者们都进行了深入的研究，认为减少个体出行、鼓励公交交通才是出路，于是“公交优先”战略应运而生。但是如何来实施这一战略，不同城市存在较大差异。本文旨在结合国内外公交优先的发展状况来探讨南京市公交优先系统建设的方法，希望对南京城市道路交通在规划建设方面具有一定的借鉴意义。

轨道交通网络是解决南京市交通问题的有效方式，目前南京正在大力建设轨道交通，但是漫长的建设时间和巨大的投资也使它的实施计划一步一步推迟。而且轨道交通覆盖面也不是特别广，地面一些较偏地区就无法实施到，大量的公共客流需求仍然需要依靠公交车、出租车甚至人力车来解决。所以，对于南京来说优化道路交通是解决交通问题的切实可行的一项措施。但是南京实施公交优先的时间较短，理论、技术及相应的管理措施仍处在初级阶段。所以，大力提倡公交优先的同时，积极开展理论、技术及相应的管理措施的研究具有十分重要的意义。

本论文首先分析了南京市交通建设特点及实施公交优先的重要意义，并且对实施公交优先成功典范的国内外大城市进行了分析研究。然后系统地讨论了公交优先方法的几个方面：公交专用道、公交优先进口道、交叉口公交优先信号控制的设置标准；对公交专用道和公交优先进口道进行了效益评价；对公交优先信号进行了介绍，最后结合所研究内容提出一套适合南京公交优先发展的模式。

Abstract

With the development of urban economy, the transport problems of urban have become the most important one, among them congestion problem has been topped the list .For this reason, all traffic planners are studied, think reducing individual travel, encourage bus traffic is way out, then “bus priority” strategy emerged. But how to implement this strategy, different urban has differences. This paper aims at combining the development situation of bus priority is to discuss the Nanjing bus priority system construction method, hope to Nanjing urban road traffic in planning and construction has certain significance.

Rail traffic network traffic problem is to solve the effective way of Nanjing, Nanjing is vigorously at present railway construction, but long construction time and a great deal of investment also make it implementation plan step by step postponed. And rail transit coverage is not particularly wide, ground some more partial areas cannot be implemented into, a large public passenger demand still need to rely on buses, taxis and even rickshaw to solve. So, to Nanjing road traffic is for optimization of solving the traffic problem is a measure of the feasible. But Nanjing implementation bus priority is time is short, the theory, technology and relevant management measures are still in the primary stage. So, while strongly advocated the bus priority, actively develop the theory, technology and relevant management measures research has the extremely vital significance.

This paper first analyzes the transport construction characteristics and implementation of Nanjing bus priority, and the important significance of implementing the successful model for bus priority cities at home and abroad were analyzed and studied. Then systematically discusses the bus priority method from several aspects: bus lane, bus priority bus priority import way, intersection setting standard signal control; For bus lane and bus priority imports the benefit evaluation; ways For bus priority signal are introduced. Based on the research content proposes a set of suitable for Nanjing bus priority development pattern.

1 绪论

1.1 研究背景

随着城市经济的日渐发展，交通问题已经成为所有大城市面临的最主要问题。为了解决这一问题，许多城市加快了建设轨道交通的建设步伐。众所周知，城市轨道交通快速、运量大、环保、并且还可以充分开发地下空间。但是轨道修建需要投入巨大的资金，这对于许多城市来讲是难以去承受的。到2010年为止，中国也只有10个城市拥有29条城市轨道交通运营线路，其中北京、上海各8条，广州4条，天津2条，大连、长春、南京、重庆、武汉、深圳各一条。但至今为止这10座城市轨道交通网也还没有足够完善。

目前南京地铁才开通地铁1号线、2号线及10号线江南5站，但距离其在2030年之前建成17条线路的目标还很远。国内外经验表明，任何一个城市的轨道交通，都必须形成交通网络才能够发挥作用，但是要真正建成这样的交通网络，除了资金问题之外，至少还需要10-20年的时间。^[1]所以即使是发达的国家城市，想要修建一个完善的城市交通网也是非常困难的。
